School discipline must come first

Shadow Education Secretary Tim Collins has promised to deliver a "gangbusters' charter" to help head teachers combat yob behaviour in their schools.He made the pledge following publication of an OFSTED report on discipline, which revealed that one fifth of England's secondary schools report problems with gang culture and poor behaviour among a rising proportion of pupils.Mr Collins stated: "A Conservative government would give head teachers a gangbuster's charter, and under our proposals they will get the final say on admissions and expulsions of ring leaders and their accomplices."

At the same time, £200 million a year would be invested in a new national network of Turnaround Schools, replacing the present culture of part-time education for the expelled, and backed by a commitment to sort out children's discipline problems while they are still young. "And we will legislate for new statutory protections for teachers - including a right to anonymity when facing an allegation of abuse," Mr Collins added.Criticising Labour's record, he said: "In eight years, four Labour Education Secretaries have persistently turned a blind eye to deteriorating school discipline. Now - just eight weeks before an election - they suddenly claim a passionate concern.

Parents and teachers might care to reflect that it was this Labour government that gave appeals panels the power to over-ride head teachers on expulsions, forced every school to take disruptive pupils and failed to protect teachers against malicious abuse claims from pupils when they were just doing their job."He told conservatives.com: "There could be no clearer distinction between a Conservative Programme for Action and Labour's All Talk agenda."
